contestant fee $75 per contestant by April 23, 2005. $90 from April 24 to April 30, 2005. Contestants failing to pay prior to the start of the pageant may not compete. Contestant fee includes admission for the contestant and one assistant.
judges The judging panel consists of five members who are known throughout the LGBT community. The identities of these judges will not be revealed before the event.
prizes The winner of the pageant will receive $300, a trophy, floral bouquet, and the right to wear the crown (for the women) or sash (for the men) for the duration of his or her reign. The cash prize will be divided into two payments of $150 each, the first to be awarded at the crowning and the second to be awarded when the winner relinquishes his or her crown or sash. The Miss Allstates Midatlantic runner-up will receive a crown, floral bouquet, and trophy on the pageant night and $75 when the runner-up relinquishes her crown the following year. The Mr. Allstates Midatlantic runner-up will receive a trophy and floral bouquet on the pageant night and $75 at the end of his reign.
national pageant The winner and runner-up will receive an invitation to compete in the national pageant in Richmond, VA. Travel, food, and miscellaneous expenses will be the responsibility of the winner and runner-up.
program The pageant contains three publicly viewed segments: introductory presentation of all contestants, talent competition, and eveningwear presentation. Contestants must keep their talent segment to 5 minutes maximum. In between these sections are entertainment segments. During these segments, contestants may use the time to prepare for the next section. Contestants may receive assistance from one accompanying assistant. An interview section will be conducted in private between each contestant and the pageant judges.
scoring

Scoring for the Mr. and Miss Allstates Midatlantic will be as follows:

20% interview
20% introductory presentation
30% talent competition
30% evening gown competition

Administrative points will be deducted from any contestant's final total score. Any deduction made based on an infraction of the RULES AND REGULATIONS will be taken by the Pageant Auditor in five (5) point increments, not to exceed ten (10) points per infraction and not to exceed twenty (25) points in total deductions.

Infractions include, but are not limited to, use of illegal drugs in or around the pageant site, defacing pageant or pageant site property, physical violence of any sort against another contestant, guest, or pageant official, slander against another contestant, a guest, or the pageant, and any act that would deliberately jeopardize the chances of another contestant. Any contestant caught defacing pageant or pageant site property will be automatically disqualified from current and future pageants.

SPECIAL INFRACTION RULE. Infractions may be deducted at any time up to four (4) hours beyond the official close of the pageant. These infractions affect the contestant's standing in the Hall of Fame board, a board designed to allow contestants to compare their scores with past and future contestants. The winner and runner-up will be excluded from this SPECIAL INFRACTION rule.

FAILURE TO PAY INFRACTION RULE. The due date of all contestant fees was instituted in order to be fair to all contestants. Failure to pay the contestant fee by the date of the pageant will result in an automatic deduction of 20 points from the contestant's final score as well as disqualification from winning any titles irrespective of the contestant's final score. In addition, the contestant will be banned from all future regional and national Allstates pageants. Any cash prizes owed will also be forefeited.

Tie Breaking

In the event of a tie in total scoring, the tie will be broken as follows:

1) The one with highest TALENT score is declared winner of the tie,
2) in the event a tie still exists, INTRODUCTORY PRESENTATION is analyzed followed by
3) EVENINGWEAR.

In the event a tie continues to exist, the Allstates Midatlantic executive committee will choose who wins the tie. The CEO reserves the right to adjust the rules at any time without liability to herself or the Allstates Pageantry System.

titleholders No contestant may win the Allstates Midatlantic two consecutive years in a row. A runner-up may compete in the following year, but a winner may not compete the following year. All contestants other than winner or runner-up may compete again the following year.
miscellaneous Any person found defacing pageant property or publicly denouncing the Allstates pageantry system name, its Board of Directors, or its contestants will, at the discretion of the Board of Directors, be banned from all future Allstates events. Any titles won will be stripped from that titleholder and awarded to the contestant with the next highest score.
